 A flood, one of the natural disasters, is an overflow or accumulation of an expanse of river water caused by heavy rain and/or snowmelt that submerges land.
Basic concept of flood control should be planned to apply "least damage approach in facing any magnitude of flood", in the view of "we never know when and how magnitude of flood will come".
Here "any magnitude of flood" means both "flood within design safety level" and "excess flood".

Sediment Management

 Not only water but also other materials including sediment flow upstream to downstream through the river. If land slide or debris flow occurs caused by heavy rain in the upstream area, serious damage will be induced in the downstream area. And if the generated huge amount of sediment will flow into reservoir, it causes the shortage on life time of reservoir.

 As described in "SEDIMENT MANAGEMENT", maintenance of the coast is important. And if the sea level rise is progressing caused by global warming, necessity of countermeasures will become more important. Also as you know, we experienced severe coastal disaster recently caused by the 2004 Indian Ocean earthquake, Hurricane Katrina of the 2005 Atlantic hurricane season, the 2008 Very Severe Cyclonic Storm Nargis and so forth, nowadays necessity of high tide countermeasures at the coastal zones becomes more important.
